Kent Regional Business Alliance Kent Business,
Technology & Entrepreneurship Center Business Plan

EXECUTIVE SUMMARY

We have all heard that memorable line from the film Field of Dreams —"If you build it, they will come." The opposite is true for new business in Kent — "If you don't build it, they will leave." This is the challenge which this project will help overcome.

Currently, there is a business incubator located at 277 Martinel Drive, Kent, Ohio. This is a mixed-use facility housing seven tenants that are high technology to soft technology businesses. Occupants have been challenged for years by the limitations of the building, particularly in the high-technology area. The facility does not offer adequate plumbing, T-1 lines for fast Internet access, laboratories, and physical space. It has been fully occupied for a number of years. Unfortunately, fast-growing technology companies have been turned away because there was nowhere to put them in the facility. Those companies have relocated to other cities in Northeast Ohio.

In 1999 a feasibility study was completed by Greenwood Consulting Group, Inc. which indicates that there is a need for a business, technology, & entrepreneurship center in the Greater Kent, Ohio area. The center would offer facilities and programs to assist the development of small business enterprises. There would be a focus on commercializing technology from Kent State University (KSU) and the Northeast Ohio Universities College of Medicine (NEOUCOM).

A 35,000 square foot facility offering laboratories, machine shop, electronics shop, and a business resource room would house about 20 fledgling businesses. In addition to the tenants, affilliate members and local businesses would be served. Affiliate members would be offered the opportunity to utilize the facility while being located elsewhere. Perhaps they would meet with clients in the conference rooms or use the shops. The Small Business Development Center (SBDC) would also be located in the facility to offer young businesses assistance in business management issues. The SBDC provides assistance to local businesses and persons that are considering starting a business.

A working committee comprised of community leaders from local businesses, city and state government, and Kent City Schools, KSU and NEOUCOM has overseen this project. The committee developed subcommittees including Site Selection, Operations, and Finance. The results have been a selection of a preferred site at the corner of S.R. 261 and Sunnybrook Road in Kent. Kent State University owns this property. The University has agreed to consider this use for the site. Additionally, the committee has completed feasibility of the project, business plan, site renderings, and operations manual. The committee chose the Kent Regional Business Alliance to "Champion" the project.

KRBA is a non-profit 501(c)(3) corporation. KRBA was a logical choice for the Business, Technology, & Entrepreneurship Center (BTEC) because of the business assistance services that it currently provides in the community. These programs include the operation of a mixed-use incubator, small business development center, and loan programs. With the combined leadership of all facets of the community, KRBA is confident that this project will become a reality in 2001.

Aquatic Center & Park Development Proposed
for 13.5 Acre Park Site near the corner of Majors Lane & Fairchild Avenue

The City of Kent has authorized the placement of a 1.29 mill twenty-year bond issue on the November 7, 2000 ballot. The project would include the construction of a family aquatic center featuring a zero depth children's pool with interactive play equipment, a six-lane lap pool, two water slides, a kiddie pool, and a lazy river inner tube ride. Other site improvements will include a bathhouse, rest room and concession facilities for pool patrons and park users, and parking areas.

In addition, the project will include developing the remaining park site with a variety of recreational facilities including a large children's playground (similar to the Playpark at Plum Creek), basketball courts, sand volleyball, and a soccer field. The site will also include a looping nature trail with a wetlands overlook deck along with picnic facilities. Great care has been taken in the layout of this project to preserve many of the existing trees. Furthermore, the park will be landscaped with numerous trees and include a large mounded buffer to reduce the visual and noise impact on nearby homes.

Off-site improvements include the installation of storm sewers, sidewalks, curbs and gutters, and reconstruction of the roadway along Majors Lane as well as a traffic signal with pedestrian controls at the intersection of Majors and Fairchild.

Goals of the Project

  • To be attractive, exciting, safe, and a quality leisure experience.
  • To provide a variety of recreational facilities serving both active and passive needs.
  • To attract greater youth, adult, and family parhcipation through healthy activity.
  • To be affordable to the community while being sef-supporting
